policy providing guidance to the
development of effluent limits, under two narrative standards, for
permitting discharges to surface waters that subsequently are diverted
to crop irrigation. The scope of this guidance is limited to two
measures of dissolved salts that can be used to further protect the
downstream suitability of state waters for crop irrigation.
