Martha Rudolph Named Director of Environmental Programs at the Colorado Department of Public Health and EnvironmentDENVER – Martha E. Rudolph has accepted the position of director of environmental programs for the Colorado Department of Public Health and Environment. Rudolph fills a vacancy created by the departure of Howard Roitman in May 2006. Rudolph begins work at the department on June 1. “We are very pleased to have Martha as our new director of environmental programs,” said Jim Martin, executive director of the Colorado Department of Public Health and Environment. “She joins us at an important time when Gov. Bill Ritter’s administration has placed a renewed emphasis on environmental programs for the state. With her extensive private and public experience in environmental law, she is a welcome addition to the department.” Most recently, Rudolph has served as counsel at Sherman & Howard L.L.C, where she specialized in environmental law. Prior to joining Sherman & Howard, Rudolph was an assistant general counsel for Kinder Morgan, Inc., a natural gas and energy transportation company that recently merged with KN Energy, Inc. At Kinder Morgan, her practice primarily concerned environmental, health and safety matters as they related to interstate and intrastate natural gas pipelines, including environmental issues arising in corporate and real estate transactions. From 1984 to l998, Rudolph was an attorney in the Natural Resources Section in the Office of the Attorney General of Colorado, serving first as an assistant attorney general and then, in 1992-1998, as first assistant attorney general supervising the environmental law unit. At the Attorney General's Office, Rudolph served as counsel for the Air Pollution Control Division, the Hazardous Waste Commission, the Water Quality Control Commission and the State Board of Land Commissioners. Prior to her work at the Attorney General's office, Rudolph was an associate at both Kirkland & Ellis L.L.P. and Sherman & Howard. Rudolph is a 1980 graduate of the Georgetown University Law Center. She received a bachelor’s degree from the University of Colorado at Boulder in 1977, where she graduated Phi Beta Kappa. Rudolph’s experience includes negotiating and helping to draft several Colorado environmental laws, including the Colorado Air Pollution Prevention and Control Act and the Colorado Environmental Self-Audit Law. She speaks widely before legal and industry groups on administrative and environmental law topics. She currently serves as secretary for the environmental law section of the Colorado Bar Association, and she is a past chair of that section. In February 2001, Rudolph was appointed by Gov. Bill Owens to serve as a member of the Colorado Water Quality Control Commission. She has served two terms, and was recently appointed to a third term by Gov. Ritter. ---30--- |
