Public Comment Period Opens for Proposed Composting
Operation in Colorado Springs
DENVER - The Colorado Department of Public Health and
Environment has been asked by Rocky Top Resources, Inc. to review a
design and operation plan for a proposed composting facility to be
located at 1755 E. Las Vegas St. in Colorado Springs. Members of the
public have until April 2, 2007, to comment on the application.
The proposed 44-acre facility would be classified as a Class III
composting facility, limited to accepting only Type-1 materials such as
manure, untreated wood wastes, source-separated yard waste and
agricultural crop residue. The facility would be limited to storing
50,000 cubic yards of material onsite at any given time.
The Department of Public Health and Environment's Hazardous Materials
and Waste Management Division is reviewing the plan for technical merit,
for compliance with the state's solid waste regulations, and to assure
that the facility would not negatively affect human health or the
environment. The department and the local governing body have dual
approval authorities for the proposed plan.
