The Health Resources and Services Administration (HRSA) Maternal and Child Health Bureau (MCHB) and the Administration on Children and Families (ACF) within The Department of Health and Human Services (HHS).


Amount of Funding Available

  • Approximately $90 million will be awarded to eligible States and territories to provide evidence-based home visiting programs for children and families in at-risk communities.
  • Initial federal funding has been allocated via a funding formula. Colorado is eligible to receive $1,842,294 for a 27-month grant period, $673,000 of which must be directed to a home visiting program formerly funded by ACF.
  • Additional funding will be available in subsequent years, however, it is not yet clear how those additional dollars will be awarded to states.
  • A funding announcement (CFDA # 93.508) for Indian Tribes, consortia of Indian Tribes, Tribal Organizations and Urban Indian Organizations was recently released.

New Federal Maternal, Infant, and Early Childhood Home Visiting Program

On March 23, 2010, President Obama signed the Patient Protection and Affordable Care Act into law. This law adds a new Section 511 to the Title V of the Social Security Act for Maternal, Infant, and Early Childhood Home Visiting Programs. Click below to view the statute.

Supplemental Information Request (SIR): Statewide Needs Assessment

On the evening of August 19, 2010, HHS released the guidance to states for completing the required home visitation program needs assessment in the form of a Supplemental Information Request available HERE. As noted, the new deadline is September 20, 2010.

UPDATE: The Colorado Department of Public Health and Environment submitted Colorado's Statewide Needs Assessment for the Maternal, Infant and Early Childhood Home Visitation Program on September 20, 2010. This document is available for viewing HERE.


Supplemental Information Request (SIR): Updated State Plan 

At noon on February 8, 2011, HHS released the guidance to states for completing the required Updated State Plan, available HERE.  States' updated plans are due 90 to 120 following release of the guidance, and will be reviewed and approved by HHS on a rolling basis.

UPDATE: In June 2011, the Colorado Department of Public Health and Environment submitted Colorado’s Updated State Plan for the Maternal, Infant and Early Childhood Home Visitation Program. The document is available HERE. The plan was approved on August 6, 2011.

MIECHV Year 1 (7/15/10 to 9/30/12) Funding

On July 15, 2010, the Colorado Department of Public Health and Environment was granted formula funding for the first phase of awards from the Maternal, Infant and Early Childhood Home Visitation Funding. To view the application, click HERE

 After Early Childhood Councils in the communities of Adams and Pueblo counties convened for a comprehensive planning process, the following organizations were recommended and awarded funds to provide home visitation services through Maternal, Infant and Early Childhood Home Visitation funding:

Adams County

·         Adams County Head Start (implementing the Home Instruction for Parents of Preschool Youngsters program)

·          Growing Home, Inc. (implementing the Parents as Teachers program)

·         Tri-County Health Department (implementing the Nurse-Family Partnership program) 

Pueblo County

·         Catholic Charities Archdiocese of Pueblo (implementing the Parents as Teachers program)

·         Pueblo Community Health Center (implementing the Nurse-Family Partnership program)


 MIECHV Year 2 (9/30/2011 to 9/29/13) Funding

On September 14, 2011, the Colorado Department of Public Health and Environment was granted formula funding for the second phase of awards from the Maternal, Infant and Early Childhood Home Visitation Funding. To view the application, click HERE.


 MIECHV Year 2 Competitive (10/01/11 to 9/30/15) Funding

On 6/30/11, the Colorado Department of Public Health and Environment submitted an application to the Health Resources and Services Administration for Year 2 competitive funding for the expansion of the Maternal, Infant and Early Childhood Home Visitation funding. Subsequently, the department was not awarded this funding, however plans to apply for these funds when the next expansion opportunity becomes available.
