The Tobacco Education, Prevention, and Cessation Grant Program Review
Committee (“Review Committee”) was created in 2005 by Amendment 35
(House Bill 05-1262) with the responsibility for “ensuring that program
priorities are established consistent with the Colorado tobacco
prevention and control strategic plan, overseeing program strategies and
activities, and ensuring that the program grants are in compliance with
Section 25-3.5-805” of the Colorado Revised Statutes (C.R.S.). (C.R.S.
25-3.5-804 (5)).

Review Committee Composition:
The Review Committee is composed of 16 members as prescribed by
C.R.S. Section 25-3.5-804 (5) (b):
(5)(b) The Review Committee shall consist of the following sixteen
members:
(I) The director of the department [CDPHE] or the director's
designee;
(II) Five members who shall be appointed by the director of the
department, one of whom shall include the director of the tobacco
education, prevention, and cessation program within the division and
four of whom shall be staff of the program with expertise in tobacco
prevention among youth, reducing exposure to secondhand smoke, tobacco
cessation, or public education.
(III) Eight members who shall be appointed by the state board
[Colorado Board of Health] as follows:
(A) One member who is a member of the state board;
(B) One member who is a representative of a local public health agency;
(C) One member who is a representative of a statewide association
representing physicians;
(D) One member who is a representative of an association representing
family physicians;
(E) One member who is a representative of the Colorado Department of
Education;
(F) One member who is a representative of the University of Colorado
Health Sciences Center who has expertise in evaluation;
(G) One member who represents a socio-demographic disadvantaged
population in Colorado; and
(H) One member who is a representative of a statewide nonprofit
organization with a demonstrated expertise in and commitment to tobacco
control.
(IV) The President of the Senate shall appoint one member of the Senate.
(V) The Speaker of the House of Representatives shall appoint one member
of the House of Representatives.

Review Committee Vacancies: When there is a current
vacancy on the committee for positions appointed by the Colorado Board
of Health, an announcement and an application form will be posted here.
A description of the process for filling these vacancies is provided
below.
UPDATE on vacancy for
"Representative of a local public health agency": Applications were due in August 2011 for
this vacancy. The Executive Subcommittee did an initial review of
applications at their meeting on August 9th, then the Review Committee
reviewed applications and made a recommendation at their meeting on
August 26th. The recommendation of incumbent Jennifer Ludwig, and
all applications received, were considered by
the Colorado Board of Health at their September 21st meeting.
They appointed Ms. Ludwig and her second term will be October 1, 2011 to
September 30, 2014.
UPDATE on vacancy for "Representative
of a statewide nonprofit organization with a demonstrated expertise in
and commitment to tobacco control": Applications were due in April 2011 for
this vacancy. The Executive Subcommittee did an initial review of
applications at their meeting on May 10th, then the Review Committee
reviewed applications and made a recommendation at their meeting on May
20th. The recommendation and all applications were considered by
the Colorado Board of Health at their June 15th meeting. The Board
appointed Laura Mortimer, representing the Colorado Alliance of Boys and
Girls Clubs, to fill this position. Her first partial term was
from June 16, 2011 to September 30, 2011 to finish out an existing term
due to a resignation. The Board of Health re-appointed her at
their September 21st meeting and her second term (this time a full term)
will be from October 1, 2011 to
September 30, 2014.
