Core Services and Standards

Public Health Standards Workgroup formed February 2012.  The group is co-chaired by Alyson Shupe and Lisa VanRaemdonck.
Status on Activities

Core Public Health Services

  • In October 2011, the State Board of Health established by rule core public health services to be assured or provided by each county and district public health agency.   An inclusive and multi-faceted stakeholder involvement process was conducted in order to draft the proposed core public health services.

Public Health Standards

  • Public Health Standards Workgroup has formed with plans to meet monthly in order to develop a rule and initiate the public rule making process.

Status on Activities

Public Health Indicators

  • A  multi-disciplinary, cross-sectional Public Health Indicators Taskforce was convened. 

The PHISC approved the recommended list of indicators.  Learn more in the report, list of indicators, and framework

Standardized Community Health Assessments

  • The Assessment and Planning Taskforce was convened made of experts, contractors, and users of community assessment tools.  In addition seven pilot sites including two regional planning partnerships worked through the assessment and planning process.  The pilot sites are supported through Preventive Block Grant funds

  • Work from the taskforce and pilots culminated into Colorado's Health Assessment and Planning System (CHAPS).

  • CSPH MPH students have supported several counties through stakeholder engagement process, coordination, and research.

Statewide Planning Process

  • Preliminary planning will start Fall of 2012.

Local Planning Capacity

  • Preventive Block Grant dollars from CDPHE have been distributed out to local public health agencies to assist with assessment and planning activities.

Grants Administration Task Force

Status on Activities

CDPHE Fiscal Practices

  • A Grants Administration Task Force was identified in two teams: The Streamliners and Team Invoice.  Team Invoice's efforts led to a standard invoice for CDPHE contracts.  Implementation is slated for Summer 2012.  The Streamliners have been working on a standard form of communication between state and locals on funding opportunity announcements.  The group is piloting a limited Google Group.

Core Services Funding

  • A workgroup was convened to develop a new funding formula to distribute the Local Planning and Support funds.  This 20 member Workgroup included managers from various programs within the Department as well as thirteen leaders from local public health agencies, representing a variety of agency and population sizes, as well as geographic location.

  • Meeting since June 2011, this workgroup researched national literature and models, considered relevant factors and examined the prior funding formula that was based on the past structure of 15 health departments and 39 nursing services

  • This pilot funding formula was approved by the Board of Health in April 2012. 

  • The decision to go rulemaking or to request a legislative decision item taking this out of the rule-making process will occur in summer 2012. 

  • In the interim, OPP staff will continue to evaluate the formula, solicit feedback from public health partners, and identify funding needed to improve the overall system.

  • A portion of Public Health Directors participated in NACCHO's Survive and Thrive program in 2011.

Survive and Thrive 2010 Roster

  • CALBOH or Colorado Association of Local Boards of Health was established in 2011. The association will meet bi-annually in conjunction with CCI’s summer and fall meetings.  For more information on CALBOH click here.

Workforce Development



Status on Activities

Assessing the Workforce

The Center for Public Health Practice (CO-PHTC) assesses public health workforce development needs in collaboration with a variety of public health partners at state and local levels including:

  • Works closely with CDPHE division and program leadership to identify the workforce development needs of department staff as well as staff of state and local CDPHE-funded programs.

  • CALPHO and the Colorado Public Health Alliance – CALPHO/Alliance regularly identify workforce development priorities from local health agencies across the state through membership surveys and input provided during meetings of the member organizations.  CO-PHTC, CALPHO, and OPP leadership meet to coordinate activities to better serve public health professionals across the state.

  • Local Public Health Agencies – LPHAs contact the CO-PHTC directly with their workforce development needs.

  • AHECs - CO-PHTC works in collaboration with five of the Colorado AHEC regions serving rural counties across the state.  Each AHEC is responsible for identifying regional public health-related workforce development priorities, promoting and hosting CO-PHTC in-person and online trainings, and providing additional capacity-building support.

  • Ute Mountain Ute, Southern Ute, and Pine Ridge - CO-PHTC staff met with public health staff from each of these reservations to begin to determine workforce development needs.

Training Based on Competencies

  • Trainings are developed based on identified workforce development needs of Colorado public health practitioners as well as in response to emerging state and national public health priorities. 

  • The CO-PHTC will continue to work with statewide and local public health partners to identify workforce development priorities and to develop and deliver timely and appropriate trainings. The CO-PHTC plans to significantly increase the number and variety of online and face-to-face trainings offered each year.

Learning Management System

  • The CPHP website and online training registration system continues to expand in order to support a wide variety of public health-related trainings offered by the CO-PHTC and partners.

Recruiting and Retaining a Diverse Workforce

  • Public Health Academy

The Public Health Academy (PHA) summer program, which began in 2011, is designed to enable students of color to explore, pursue and advance in public health professions and to create a more diverse public health workforce to better serve Colorado and the Rocky Mountain Region.  The summer 2012 program will include both high school and undergraduate students. 

  • Cultural Competency Trainings:

The CPHP continues to facilitate Cultural Competency trainings throughout the state.   During these interactive workshops participants learn techniques on how to work more effectively in multi-cultural settings.
