Biographical Sketches of the
Colorado Air Quality Control Commission

Robert A. Arnott is a climate change and environmental management consultant for select industry sectors internationally. Immediately prior to his present focus he founded and served as CEO for the regional member company of an international consulting firm (ERM). He has also been a senior environmental and public health manager in the Colorado Department of Health and Environment, the Wisconsin Department of Natural Resources and the Illinois Environmental Protection Agency. Before his public sector career he was a tenured professor of Chemistry in the University of Wisconsin system. In his over forty years of air quality technical and management experience he has additionally served on committees and work groups for the National Governor Association, U.S. EPA and other agencies in developing policies and proposals for the management of environmental issues. He presently serves as a peer member for aviation research projects through the TRB of the National Academies. He obtained his B.S. Chemistry degree from West Virginia University and a Ph.D. in Physical Chemistry from the University of Wisconsin.  In addition to environmental policy issues he is involved in non-profit groups focused on local issues. He has been a resident of Colorado since 1980 and presently resides with his family in Greenwood Village.

Dr. Saeed Barhaghi is an independent sustainable energy systems development consultant and is an engineering research professor at the Center for Sustainable Infrastructure Systems at the University of Colorado Denver. His research interests are in Sustainable Energy Systems Engineering. Previously, he was a senior manager for the energy and environmental management division of the International Resources Group, Washington, DC, and prior to that, he served as a senior engineering staff member of the Colorado Public Utilities Commission. He has performed numerous modeling studies to assess the feasibility of increased integration of clean energy technologies and energy efficiency measures into the power grid to reduce the intensity of greenhouse gases and other pollutants in power sector. He is an international energy consultant and has served as Chief of Party for increased capacity for energy access in developing countries for the United States Agency for International Development Missions. He has testified in numerous regulatory proceedings as a subject-matter expert in electric utility regulations, operations and system planning. He holds degrees in Civil Engineering, Aeronautical Engineering, and a PhD in Civil and Environmental Engineering.

Ashley Campsie is a senior project engineer for CH2M HILL.  CH2M HILL, an employee owned consulting firm headquartered in Englewood, Colorado provides a full range of progressive engineering, design, consulting, program management, and construction management services.  Prior to consulting, Ashley was a permit engineer for Colorado Air Pollution Control Division Operating Permit Unit and a senior environmental engineer for a large midstream oil and gas company.  She has been responsible for air permitting and compliance activities throughout her career for facilities located in various states including; Colorado, Utah, Wyoming, New Mexico, Kansas, Oklahoma, Texas, Nebraska, Arkansas, and Illinois.  Most recently, she has been involved in preparing greenhouse gas inventory management plans and greenhouse gas inventories for various companies.  Ashley is a Colorado licensed professional engineer and has an undergraduate degree in chemical engineering with an environmental emphasis from the University of Colorado at Boulder.  Ashley lives in Littleton and enjoys raising her two young children.

Teresa Coons is currently the Executive Director for the Western Colorado Math and Science Center in Grand Junction, Colorado.  Before moving to this position in January 2009, Teresa was the Senior Scientist for the Saccomanno Research Institute at St. Mary’s Hospital and Medical Center in Grand Junction, Colorado, where she directed a number of research programs, primarily in the area of respiratory disease.  She also directed a medical screening program for former uranium industry workers.  Her research career has spanned the disciplines of basic and clinical research, scientific writing and editing, biotechnology business development, and occupational and environmental epidemiology.  Teresa has an undergraduate degree in physical sciences from Colorado State University and a Ph.D. in immunology from the University of New Mexico.  She is an Adjunct member of the Mesa State College Faculty, where she teaches in the Biology and Environmental Sciences Departments, and of the Colorado School of Public Health.  She is also an Associate Member of the University of Colorado Cancer Center.  Teresa is a 4th generation Coloradoan, having been born and raised in the Denver area.  She and her husband Frank have two adult daughters and now live in Grand Junction, where Teresa serves as an elected member of the Grand Junction City Council and an appointed member of the Mesa County Board of Health, the Grand Junction Housing Authority Commission, the Mesa County Methamphetamine Task Force Executive Committee and Club 20’s Healthcare subcommittee.  She was recently appointed to the Dean’s Council for the College of Natural Sciences at Colorado State University and to the Nursing Advisory Council at Mesa State College.

John Loewy is an attorney living in Denver and Breckenridge, Colorado. He is a graduate of Miami University and of the University of Wisconsin-Madison Law School. He has served in a number of government positions including as a special assistant in the White House Office of Energy Policy and Planning, as counsel to the U.S. House Committee on Science and Technology, counsel to the U.S. Senate Committee on Environment and Public Works, and as assistant to the director of the Oregon Department of Environmental Quality. He also served as chief of staff in the Oregon State Senate and as a government affairs advisor in private practice in Portland, Oregon. He was a founding investor and consultant to Digimarc, a successful high-tech startup and now pursues investment opportunities in early-stage business ventures. Current civic involvement includes serving on the Board of Colorado Conservation Voters, and on the Board of Trustees of the National Repertory Orchestra. He is a member of the advisory committee for the Colorado College “State of the Rockies” project. He has served on other boards and advisory committees including the Board of Visitors for the Gaylord Nelson Institute for Environmental Studies at the University of Wisconsin.

Dawn Meyers is an Air Quality Engineer for Kinder Morgan located in Lakewood.  Kinder Morgan is one of the largest pipeline transportation and energy storage companies in North America.  During her career at Kinder Morgan Dawn has led the air technical work group for the company and has managed air quality permitting and compliance activities for the mid-stream natural gas, power and transmit business units in 10 states including:  Colorado, Kansas, Michigan, Nebraska, New Mexico, Oklahoma, Pennsylvania, Texas, Virginia and Wyoming.  Dawn has worked in the natural gas industry for the past 13 years.  Dawn received a Bachelor of Science degree in chemical engineering with a minor in environmental engineering from Colorado State University.   Dawn volunteers at her local elementary school and participates in the PTO.  Dawn is a Colorado native and lives in Brighton with her husband and 3 children.

Barbara Roberts is an independent consultant specializing in environment and natural resources issues. She holds an undergraduate degree in range and watershed science from Utah State University, a law degree from the University of Utah and is a member of the Utah State Bar. Prior to consulting, Barbara was senior policy advisor for the U.S. Environmental Protection Agency in the Office of Air and Radiation. Previously, she was senior counsel for the U.S. Senate Environment and Public Works Committee addressing global warming and air quality issues; legislative assistant for U.S. Rep. Karen Shepherd; project director for the Institute and Center for Resource Management; and Utah Assistant Attorney General representing the Division and Board of Oil, Gas and Mining. Her community involvement includes a term as chairwoman for the Gaithersburg, MD Environmental Affairs Committee where she worked on a new stormwater management plan and revising the city’s neighborhood master plans. She also served as board member for the Utah Developmental Disabilities Institute. In 2005, she was in the first group of relief workers on the ground in Louisiana after hurricane Rita. Barbara and her husband, Tom, have raised two children, Zach and Meredith, and reside in Broomfield.

Jon Slutsky is the general manager and co-owner of a 1,500 cow dairy farm near Wellington in Larimer County. Jon and his wife, Susan, have one college-age daughter. He is a New York native who attended school in California, and completed his education at the University of California-Riverside where he earned a bachelor's degree in biology in 1972. As general manager, Jon oversees the management of more than 2,600 animals, 26 employees,  the facilities, land and equipment that comprise the farm. The farm has a policy of giving access as frequently as possible to animal and environmental researchers in the university community.  This research helps to add to the dairy data base and body of knowledge and makes best management practices available to the industry. His farm has been the site of several air quality and other studies. Jon represents the company and the agricultural community locally as a board member of the Wellington Area Chamber of Commerce. Jon also sits on the Larimer County Agricultural Advisory Board, and is an active member of the Colorado Livestock Association. 

Jim Wilson  is the Vice President and Chief Legal Counsel for Roche Colorado Corporation.  Jim is responsible for the manufacturing site legal affairs as well as the company Superfund/remediation program.  Jim has over twenty years experience as an environmental professional and has had past responsibilities as Manager of Environmental Protection & Operations for Roche Colorado Corporation.  Roche Colorado is located in Boulder and manufactures pharmaceuticals including AIDs/HIV medications and anti-viral medication such as Tamiflu.  Roche Colorado is a Gold Level member of the State of Colorado Environmental Leadership Program.  Jim has been responsible for environmental program management throughout the United States and Europe.  He is currently a board member of the Colorado Environmental Partnership, board member of the Juvenile Diabetes Research Foundation, co-chair of the Boulder County Clean Air Consortium, and a member of the City of Boulder Climate Action Plan advisory group.  Jim also chaired the Air Working Group for the Pharmaceutical Research and Manufacturer’s of America (PhRMA), and served as a board member for the PhRMA Corporate Environmental Council.  Jim is a Colorado licensed professional engineer and registered attorney.  He has undergraduate degrees in Biology and Chemical Engineering from the State University of New York at Buffalo, Master of Science degrees in Environmental Engineering and Engineering Management from Syracuse University and Juris Doctor degree from Denver University College of Law where he earned admission to the Order of St. Ives for distinguished graduates.
