Electronic Reporting using US EPA Tier2Submit Now Required
Colorado now requires electronicTier2Submit files sent via email, CD, or diskette for Reporting Year 2011 (due March 1, 2012). Only files using the EPA Tier2Submit software or the exact Tier2Submit file format can be accepted. If we cannot easily process your submittal, we will ask you to correct and re-send it. If a facility owner/operator is unable to comply with the electronic reporting requirement due to inadequate Internet connection and/or computer capability, alternate means of reporting (including paper) is allowed. Such alternate reporting must be accompanied by this certification: “Due to inadequate Internet connection and/or computer capability, this facility is unable to comply with the Tier II electronic reporting requirement. So an alternative means of reporting is being used.” Like the Tier II submittal, this certification must be signed by the owner/operator or their officially designated representative. Instructions:1) Download Tier2Submit 2011 from http://www.epa.gov/emergencies/content/epcra/tier2.htm 2) Then, enter your information into Tier2Submit. When all the data has been entered, follow the instructions for “Submitting Data!”. IMPORTANT: Due to some issues with some of the submissions already received, the following are reasons that your submission MAY be returned:
3) Save the file as a t2s or zip file with your company name in the file
name. If sending in a .zip file, do NOT include files from
MSWord, MSExcel, Adobe or other file-types besides ".t2s" in
that particular file because Tier2Submit software cannot import them. Send
any extra documentation you wish to include as separate file(s) in the
email. Email Submittal ProcedureUSE ONLY THE BELOW LISTED EMAIL FOR EMAIL FILING. ANY OTHER EMAIL WILL CAUSE YOUR SUBMISSION TO BE RETURNED! A) Attach the file to an email addressed to: cdpheedtier2submit@cdphe.state.co.us . **We cannot accept files from MS Word, MS Excel, or PDF's of your Tier II report as your Tier II submission.** The file must be an export from the Tier2Submit software, or the submission will be rejected. Be sure to include "Tier2Submit" and your company name in the subject line, and a contact and phone number in the body of the e-mail, and be sure that the file that you are sending has the company name in it. If the requested information is not supplied or the email is sent to the wrong email address, it will not be processed. B) Send the e-mail to the above email address. C) Submitters may include more than one file (attachment) on the email, as long as they belong to the same company. Do not submit multiple companies in one email. D) If the submittal is successfully received at CDPHE, you will receive a Reply that “Your Tier2Submit email has been received. If, at a later date, we are unable to process it or have questions, we will contact you with the contact information provided in your email.” If you do not eventually receive a reply to your email with the word "ACCEPTED" in the subject line, then we have not accepted the submission. E) If you do not receive a reply within one month of submittal, recheck the file size and email address, resend the submittal to cdpheedtier2submit@cdphe.state.co.us , and/or contact the CDPHE SARA Program at (303) 692-2186. CD/diskette Submittal ProcedureA) If sending a CD/diskette, load the Tier2Submit files on to the CD/diskette and label it with your company name. Mailed submissions must also follow the e-mail naming conventions. **We cannot accept files from MS Word, MS Excel, or PDF's of your Tier II report as your Tier II submission.** The file must be an export from the Tier2Submit software, or the submission will be rejected. B) ALSO, PUT CONTACT INFORMATION (company name, contact name, phone, Email, address) on a separate sheet of paper, so that if there are problems reading your electronic submittal, we will be able to reach you. C) Mail it to the address below.
