Recycling Resources Economic Opportunity Fund Grants Program

The Recycling Resources Economic Opportunity Act (HB 07-1288) created a recycling grant program (RREO Grant Program) to fund implementation projects that promote economic development through the productive management of recyclable materials that would otherwise be treated as discards. Projects that meet this goal are designed to implement source reduction, recycling, beneficial use/re-use, anaerobic digestion, or composting, for a wide variety of materials. Since its inception, the RREO Grant Program has awarded more than $5.3 million  to local governments, non-profit groups, schools and universities,  and businesses throughout Colorado to help develop recycling infrastructure.

Baker Sanitation, Inc.

Project Title: Recycling Project
Award: $145,500

This for-profit entity will expand recycling service to residents and businesses in the Four Corners region of Colorado. Funds will be used to expand the availability of recycling drop-off centers as well as provide containers and collection service for area businesses to recycle their cardboard and mixed paper. Baker Sanitation will partner with the Four Corners Recycling Initiative to advertise the expanded service and to conduct education and outreach to the community. 

Blue Star Recyclers

Project Title: Vocational Electronics and Recycling Network (VERN)
Award: $89,787
City: La Junta, Pueblo, Canon City

This for-profit entity will implement an e-waste recycling program in Southern Colorado. Deemed a Vocational and Electronics Recycling Network, or VERN for short, Blue Star will establish partnerships with public agencies in La Junta, Pueblo, and Canon City who serve adults with developmental disabilities and with companies who can collect, stage, and disassemble electronics. As e-waste is collected over time, the partnered companies will use generated revenues to employ people with developmental disabilities who will disassemble and separate electronic components. Funding will predominantly be used to create the collection depots by acquiring space and equipment, advertise the new program, and to defray some of the cost to recycle electronics initially. 

City of Lakewood

Project Title: Expanding and Upgrading the Quail Street Recycling Center
Award: $62,976

The city will use funds to improve its existing recycling drop-off center with the addition of a solar-powered cardboard compactor. Funds will also be used to hire a part-time site manager. This project is part of a larger effort on behalf of the city to expand and upgrade the entire site.

Colorado State Fair

Project Title: Colorado State Fair Recycling Program

This state government entity will implement a more comprehensive recycling program at the Colorado State Fairgrounds. They will procure and install 25 recycling stations for public use at key locations, as well as purchase a new cardboard baler to help reduce hauling costs.

Denver International Airport (DIA)

Project Title: Plastic Film Capture and Recycling Program
Award: $21,600
City: Denver
County: Denver

This government entity will implement a plastic film collection and recycling program at the airport for DIA tenant companies (Fed Ex, UPS, DHL, etc.). This program will divert up to 100 tons of plastic film from the landfill annually. Funds will be used to purchase and install a plastic film baler.

Denver Public Schools (DPS)

Project Title: Piloting Composting at Denver Public Schools
Award: $27,750
City: Denver
County: Denver

This school district will implement a pilot composting program at 15 schools. Funds will be used predominantly to cover the cost of hauling compost. The project will also hire a DPS Compost Coordinator and will purchase a year's supply of compostable bags. DPS plans to sustain the program beyond the life of the grant through student, parent, and teacher group-led fundraisers and through cost savings realized by reduced trash hauling services.

El Paso County

Project Title: Rethinking Recycling in El Paso County
Award: $5,500
City: Colorado Springs
County: El Paso

El Paso County will develop a Strategic Action Plan to analyze existing recycling efforts, collect baseline data, and identify targets for specific improvements for both El Paso and Teller Counties. Funds will be used to hire a consultant to collect baseline data and create an Action Plan.

Go Green Recycling

Project Title: Go Green Recycling Expansion Project

This for-profit entity will purchase equipment to improve their existing recycling facility. Specifically, Go Green will purchase and install a used cardboard baler and a scale, and provide 200 recycling bins for curbside customer use. They will partner with Parker Personal Care Homes to employ those with developmental disabilities to sort recyclables collected by Go Green’s customers. With grant funding, they plan to expand their customer base so they can hire and sustain two new shift crews.

Kum and Go Convenience Stores

Project Title: Message in a Bottle Recycling Program
Award: $63,140
City: Craig, Glenwood Springs, Greeley
County: Moffat, Garfield, Weld

This for-profit entity will bring a recycling model to three existing vocational rehabilitation centers in Craig, Glenwood Springs, and Greeley by partnering with the Colorado Division of Vocational Rehabilitation. Aluminum cans and PET plastic bottles will be collected, sorted, and recycled at each center. Kum and Go will partner with the Recycling Association of Minnesota to launch their Message in a Bottle program in Colorado. They will launch the program at 14 Colorado Kum and Go stores with the intention of expanding to other local businesses. Funds will be used predominantly to purchase recycling containers for each of the 14 participating Kum and Go stores, purchase balers and forklifts for each of the three vocational rehabilitation centers, and to hire the Recycling Association of Minnesota as a consultant.

Lafarge West, Inc.

Project Title: Asphalt Binder Modification with Ground Tire Rubber
Award: $188,750
City: Greeley
County: Weld

This for-profit entity will purchase equipment that will incorporate ground tire rubber in asphalt, which will allow local transportation districts the opportunity to use tire rubber in future paving projects. More specifically, Lafarge will purchase a ground tire rubber blending skid, which blends the tire rubber and liquid asphalt cement together to prepare it for end use as hot mix asphalt. Lafarge will purchase additional equipment to create a full-scale mixing operation at their plant in Greeley.

Lake County

Project Title: Increasing Lake County Recycling
Award: $159,862
City: Leadville
County: Lake

Lake County, through a partnership with Green Wolf Recycling, will expand recycling service to Lake County residents. Funds will be used to create recycling drop-off centers in three distinct locations, install four smaller collection stations within the City of Leadville, and improve processing capabilities and storage capacity at the local recycling center. 

Respco, Inc.

Project Title: Plastics Recycling, Processing, Green Jobs and Greenhouse Gas Reduction Project
Award: $309,936
City: Denver
County: Denver

This for-profit entity, through a partnership with K&M Marketing, will purchase equipment to process HDPE plastics into feedstock for end-use manufacturers. Funding will be used to purchase twelve of the sixteen pieces of equipment needed to create a full-scale plastics processing line. Up to fifteen new jobs will be created once the facility is in operation, which will be filled by graduates of the Mile High Youth Corps.

HI-TEC Plastics Recycling, Inc.

Project Title: Plastic Recycling Equipment

HI-TEC Plastics is a start-up plastic scrap recycling company. HI-TEC will use grant funding to grind, wash/dry, and pelletize recycled high-density polyethylene (HDPE) to produce feedstock for end-use manufacturers of extruded and molded plastic products.

Earth Enterprises, Inc. (dba Waste-Not Recycling)

Project Title: Composite Materials Processing and Remanufacturing Line
Grant Award: $420,353

Waste-Not Recycling has teamed with SnowSports Industries America (SIA) following a first-in-the-nation pilot program to recycle snow sports equipment (SSE). The pilot project successfully collected hundreds of tons of SSE from five retail outlets.  Waste-Not will use grant funding to install a robust line of processing and manufacturing equipment to convert not just SSE,  but several hard-to-recycle, composite products from residential and commercial sources into landscaping and other products.

Alpine Waste and Recycling

Project Title: Compost Processing Facility Project
Grant Award: $155,802
City: Commerce City
County: Adams

The grant will fund a tub grinder, which will be the signature piece of equipment to move forward with their Composting Processing Facility Project. In the Denver metropolitan area, currently the biggest obstacle to developing this waste diversion vehicle is the dearth of existing composting facilities open to the public. The lack of competing outlets and long distance to the one that currently is capable of accepting the nitrogen-rich compostable constituents of the municipal solid waste ("MSW") stream, make composting cost prohibitive for most commercial and residential waste generators in the Denver metropolitan area. The development of an additional compost processing facility in the Denver metro area will both ensure a competitive pricing environment and increase the overall capacity to handle such potentially enormous volume diverted from the Denver metropolitan area solid waste stream demanded by competitive pricing.

Custer County Government

Project Title: Wet Mountain Valley Waste Minimization Partners
Grant Award: $63,482

County: Custer

The grant will fund a stucco covered, fly ash concrete slab, photovoltaic solar powered, passive solar heated and cooled, cardboard infill/insulation Custer County Recycling and Waste Minimization Center at the landfill. This will provide a centralized place for recycling services, baling and storage operations and will increase coordination between landfill management and waste minimization services. The landfill and the facilities will be powered by renewable energy. The grant will also expand the existing ongoing education and information awareness projects introducing new incentives to local businesses and agencies and reducing some existing waste reduction/recycling barriers.

Angel of Shavano

Project Title: Chaffee County Recycling Container Expansion Project
Grant Award: $77,815
City: Salida
County: Chaffee

The grant is for the purchase of additional collection containers for cardboard and plastic recycling. Through this grant and the deployment of the additional containers, Angel of Shavano Recycling will increase the amount of material collected for recycling in Chaffee County, improve the quality of the materials collected, sustain recycling jobs in Chaffee County, and implement better recycling collection practices by replacing a single-stream plastic collection practice with a multi-sort system for plastic and cardboard. The additional containers will provide increased efficiency over the existing collection methods by requiring less time for sorting and processing at the recycling center and will provide a higher quality product on the recycling market. The project will increase recycling in the community and provide environmental and economic benefits to the county by continuing to provide a mechanism for diverting all plastics from landfills. 

Logan School for Creative Learning

Project Title: Trash Diversion through Composting and Increased Recycling 
Grant Award: $2,896

The Logan School for Creative Learning is a K-8 school of 250 students with a focus on environmental education. The grant will start a composting program to increase recycling, all with the goal of reducing the amount of waste sent to the landfill. The composting program will be initiated with separation of food waste into composting containers in the cafeteria, and placing this food waste into a designated commercial collection bin for transport to a commercial composting facility. The grant will also purchase recycling bins for each classroom and for educational materials.

Recycle-Creede

Project Title: Expanding Recycling into Rio Grande County
Grant Award: $27,902
City: Creede
County: Mineral

Recycle-Creede is a non-profit organization dedicated to taking recyclables from the residents of the City of Creede, Mineral County, adjacent counties, and tourists, then transporting the recyclables to a regional recycle center instead of letting them be put into the Mineral County landfill. Recycle-Creede started with a recycling drop-off center and is close to moving to an expanded recycling center, quadrupling the size of their facility. This grant is to expand recycling to Del Norte, Colorado, in Rio Grande County, a town of approximately 1,600 residents, by partnering with the High Valley Community Center (HVCC). Grants funds will be spent on recycling bins, trailers and educational materials. 

University of Colorado-Denver

Project Title: Outdoor Recycling Program
Grant Award: $38,503

County: Denver

The grant will establish a permanent outdoor recycling program at the University of Colorado Denver Anschutz Medical Campus. The Anschutz Medical Campus, located in Aurora, Colorado, is a state of the art health education, research and patient care facility that covers over 200 acres and serves over 10,000 people on a daily basis. There is currently an indoor recycling program that has been very successful. This will build on that success and increase overall recycling at the campus by an estimated 10-20%.

We Recycle

Project Title: We Recycle
Grant Award: $62,520
City: Pueblo
County: Pueblo

The grant will increase residential and commercial recycling in Pueblo and Pueblo West, and to establish three satellite recycling centers in nearby communities. Southern Colorado is behind in establishing recycling programs and infrastructure. This company has had great success in the short period of time. This grant will help expand the program in areas that are currently underserved.

University of Northern Colorado

Project Title: Night Collection Recycling Expansion Program 
Grant Award: $40,506
City: Greeley
County: Weld

This grant will be used for the proposed Night Collection Recycling Expansion Program at the University of Northern Colorado (UNC), which will increase the sustainability of the recycling program and prepare the program for advertising free recycling collection to UNC community members by increasing the amount of paper collected for recycling by an estimated 10%. The demand for recycling services at UNC has outgrown their capacity and needs to become sustainable to meet the demand. The grant will help add infrastructure and increase the amount of collection of recyclable materials. 

City of Aspen

Project Title: Implementation of permanent food waste compost operation at Pitkin County Resource Recovery involving City of Aspen Restaurants, Grocers and Businesses
Grant Award: $94,000

The grant will fund improvements to the existing compost operations at Pitkin County Resource Recovery Center. Funds will be used to provide assistance and resources to local businesses to begin composting food waste (a combination of food, waxed cardboard and soiled paper). The project will allow Pitkin County to begin accepting food waste daily, diverting 70% of the restaurant municipal solid waste that is currently being landfilled to be composted instead. There are currently no options in Aspen or Pitkin County for food waste composting, and the demand for this type of diversion program is growing. Local businesses, especially restaurants and grocers, will be encouraged to participate in the new program through the cost savings available through the pay as you throw system in place at the center.

Town of Haxtun

Project Title: Phillips County Recycling Program 
Grant Award: $33,880

County: Phillips

The grant will help the communities of Haxtun and Holyoke in cooperation with Haxtun and Holyoke School Districts in establishing a recycling program. Funds will purchase three 22’ roll off containers that will allow for the recycling of plastics, paper, tin cans, and aluminum cans. In addition, the grant will educate the communities on the value of recycling. Teachers at area high schools will help with teaching students on how to recycle and why it is important. 

EDS Waste Solutions

Project Title: Recycle Processing Equipment
Grant Award: $115,000
City: Golden
County: Jefferson

The grant will assist EDS Waste Solutions in purchasing additional recycle processing equipment for their Evergreen Transfer Station located in Evergreen, CO. This will expand their recycling capabilities for areas of West Jefferson County, accommodate additional recycle volume and significantly help reduce the cost of single stream recycling for customers. This ultimately translates to a higher level of participation and recycling capacity, accomplishing greater levels of solid waste minimization. 

Four Corners Recycling Initiative

Project Title: Four Corners Recycling Initiative

The grant continues the work done with their first grant in FY 2009 (“Greater Dolores”). The Four Corners Recycling Initiative (FCRI) is a coalition of federal, local, and tribal governments, schools, and private entities. FCRI is a registered non-profit organization whose mission is to promote sustainable living through waste diversion and recycling, education and outreach, and economic opportunities while minimizing the financial burden on those we serve. This grant funds will help reduce costs of operation and reach out to and educate the business community on both the environmental and financial benefits of waste diversion and recycling. 

Park County Vision 2020

Project Title: Recycle The Park

This grant will implement a project directly resulting in increased levels of recycling, while also providing sustainable resource education programs within the community. This will occur through the opening of a recycling drop-off facility in Fairplay, which will collect aluminum, glass, plastics, paper and cardboard. With the opening of the facility, a community outreach program will be launched and strongly targeted towards schools and government offices, as this will most efficiently reach a large number of people. The outreach program will explain proper use of the facility and create awareness of waste reduction methods, ultimately increasing waste diversion.

Gallegos Sanitation

Project Title: The Gallegos Sanitation Recycle Center (1st Phase-Weld county Site) - A Waste Diversion Solution for the New Decade

The grant will increase the quantity of recyclable material Gallegos Sanitation (GSI) collects, improve the efficiency and operation of the GSI Recycle Center through the purchase of a new baler, expansion of the sorting floor and building storage capacities, and boost the revenues from marketing cardboard recyclable, and re-investing these funds for business development which will add more jobs in the Northern Colorado area.
