Assistance Committee

***NOTICE*** 

Now accepting applications to fill a vacant seat on the Assistance Committee 

House Bill 07-1288, also known as the Recycling Resources Economic Opportunity Act, was signed into law on May 23, 2007 and extended via House Bill 10-1052 through July 1, 2017. The act created a 13-member Assistance Committee (the committee) in order to advise the Pollution Prevention Advisory Board (the board) on oversight of the Recycling Resources Economic Opportunity Fund. The committee is appointed by the Executive Director of the Colorado Department of Public Health and Environment. 

Outlined below is a summary of the powers and duties of the committee. For more detail, please reference HB 1288 

  • To make recommendations to the board in connection with the awarding of grants by the board from the grant fund. This includes reviewing grant applications and revising the Request for Applications document as needed.
  • To serve as grant monitor for several grant projects. This includes reading and commenting on project reports and attending site visits.
  • To make recommendations to the board on the formula created for paying rebates to entities that recycle commodities.
  • To make recommendations to the board, as requested, on policy matters related to sustainable resource and discarded materials management.

Currently there is one vacant seat on the committee. Only those who are employed by OR have the authority to represent a rural incorporated municipality are eligible to apply. For the purposes of this application, a municipality in a rural area is defined as follows:

  • Less than fifty thousand people live within the municipality’s boundaries, according to the most recently available population statistics of the United States Census;
  • Located ten miles or more from a municipality with a population of more than fifty thousand people;

The successful applicant will serve out the remainder of the unexpired term, which will end August 1, 2013. The appointed individual will have the option to apply as an incumbent for up to three consecutive terms.

Committee Membership Application 

House Bill 07-1288, also known as the Recycling Resources Economic Opportunity Act (the act), was signed into law on May 23rd, 2007, and extended via House Bill 10-1052  through July 1, 2017. The act created a 13-member Assistance Committee (the committee) to advise the Pollution Prevention Advisory Board (the board) on grant awards and rebates from the Recycling Resources Economic Opportunity Fund.  In addition, the committee had the former responsibility of making grant recommendations to the board from the Advanced Technology Fund (SB 07-182). Due to the passage of HB 10-1018 (Waste Tire Program), the Advanced Technology Grant Program ended on June 30, 2010.

The committee is appointed by the Executive Director of the Colorado Department of Public Health and Environment. All members serve four year terms beginning August 1st. Members may serve up to three consecutive terms.  For more information on the powers and duties of the committee as well as membership requirements,  please refer to House Bill 07-1288, Section 5.
