Laboratory Services DivisionCertification ProgramAbout the Certification ProgramThe safety and accuracy of laboratory testing is the prime concern of the Certification Program. Staff endeavors to protect the public health through staff education and inspection of facilities that provide testing services. Various state regulations and federal regulations by contract are administered through the Certification Program. Request information on these programs by using e-mail or contact us by telephone. Laboratories certified by the Certification Program:Program descriptions and related linksClinical Laboratories in Colorado are registered through the Certification Program under the federal regulation known as the Clinical Laboratory Improvement Amendments, better known as CLIA. Every site in the United States that conducts tests on human specimens for diagnosis, treatment or health assessment is required to hold the appropriate type of CLIA certificate. The regulation requires certification of all sites conducting any clinical test including those considered simple and without regard for payment to comply. Beyond it being illegal for laboratories that do not hold CLIA certificates to conduct tests , Medicare and Medicaid laboratory reimbursements are denied when appropriate certificates do not exist. Laboratory Services Division CLIA Certificate (This is a large file and will take some time to load.) These federal regulations foster good laboratory practices. The CLIA regulations set standards for personnel, records, quality control and quality assurance. The greater the complexity of a test, the greater the requirements. Laboratories that conduct complex testing are inspected every two years. Program staff may conduct a complaint inspection at any site, including those not routinely inspected because their testing is limited to simple methods. The federal Centers for Medicare and Medicaid Services (CMS) is responsible for achieving regulatory compliance. CMS has delegated compliance inspections and management of application information to state health departments.

Environmental laboratories are accredited by the Certification Program. Approval is granted under state regulations intended to provide for accurate laboratory results. Laboratories testing Colorado public drinking water must be accredited. Environmental laboratories may be accredited following the laboratory criteria set forth by the United States Environmental Protection Agency. Certification Program staff conducts on-site inspections every two years to evaluate compliance with Environmental Protection Agency's Manual for the Certification of Laboratories Analyzing Drinking Water. Approved laboratory testing may include chemistry, radiochemistry and/or microbiology.

Dairy on-site laboratories are evaluated by Certification Program staff to assure compliance with the federal Food and Drug Administration Pasteurized Milk Ordinance. Inspections review the quality systems used by laboratories testing raw and finished milk products as well as dairy plants that perform antibiotic screening of bulk milk tankers.
