Solid Waste and Materials Management Program
About this Program

The Solid Waste and Materials Management Program is a sub-unit of the Solid
and Hazardous Waste Program. The Solid and Hazardous Waste Program ensures
compliance with State regulations for the proper handling of solid and hazardous
wastes.
Permitting of solid waste sites and facilities is a joint effort
between the Permitting Unit and the local governing body with
jurisdiction. The Permitting Unit conducts a comprehensive technical review of applications for a
Certificate of Designation as a solid waste site or facility to
determine if the location, design and operating criteria of the
proposed facility are protective of human health and the
environment. Any technical conditions of approval made by the
Unit in its final report will be incorporated as requirements in the
Certificate of Designation as issued by the local governing body
with jurisdiction.

Unit Leader
The Solid Waste Compliance Assurance Unit conducts compliance
inspections at facilities that manage, treat, recycle, reuse
and/or dispose of solid wastes. During each inspection,
compliance with the Colorado Solid Waste Regulations is
evaluated through a site tour where waste management activities
are observed, followed by a review of pertinent documents.
Enforcement actions are taken when appropriate. This unit
also routinely investigates complaints alleging mismanagement of
solid waste and oversees cleanup of asbestos-contaminated soil
to assure the proper characterization, management and disposal
of wastes.

Materials management
includes alternative forms of management such as recycling,
composting and beneficial reuse of solid waste. The Materials
Management Group not
only oversees current materials management activities, but also
facilitates future innovation in the recycling and beneficial
reuse arenas. In addition, this work group implements the waste
tire and waste grease management and recycling programs.
The Compliance Coordination and Assistance Unit
provides technical and regulatory assistance in unusual or
time-critical projects that are not otherwise overseen by other Division
programs. Compliance assistance aids the regulated community, local governments, and the
public in understanding the importance of the requirements and the advantages to all by
promoting lower operating costs, lower contamination clean-up costs, lower penalties, and
increased community acceptance. It also fosters communication between industry and
regulators and provides a means for establishing common-sense approaches to regulation.
This is accomplished by providing technical workshops, developing fact sheets and other
educational materials, and providing technical assistance to the regulated community and
the general public through oral and written communications.

Compliance Coordination and Assistance Unit Leader
The
Financial Assurance and Data Management Unit reviews all solid
and hazardous waste financial assurance mechanisms required for
certain waste management facilities in Colorado. In
addition, this unit manages solid waste, hazardous waste, and
radioactive materials data bases for the Division and the data
interface with the US Environmental Protection Agency, and
provides administrative support for the Solid and Hazardous
Waste Program.
