Storm Water Pollution Prevention Plan for Construction
Storm water discharges from the Pueblo Chemical
Depot and Pueblo Chemical Agent-Destruction Pilot Plant are
regulated by the US EPA's Office of Wastewater Management National
Pollutant Discharge Elimination System (NPDES) Permit Program. Under this program, a Notice of Intent to
obtain coverage under the EPA's General Permit for Storm Water
Discharges from Construction Activities was filed. This
general permit requires preparation of a Storm Water Pollution
Prevention Plan. This plan and the EPA's Storm Water Construction
General Permit establish the specific requirements for
management of storm water at the Pueblo Chemical Agent-Destruction
Pilot Plant.
The purpose of the plan is to describe the
storm water management plan for the Pilot Plant's construction
activities. Best Management Practices have been established to meet
storm water compliance requirements and to identify, reduce,
eliminate, or prevent unauthorized materials from being introduced
to the storm water system and the environment. These measures also
apply for related construction activities taking place outside the
Pilot Plant, such as borrow pits and access roads.
