Health Facilities and Emergency Medical Services DivisionEmergency Planning Resources ToolkitsShelter-in-Place Functional Annex Development Toolkit This toolkit is designed to help health care facilities in Colorado develop a Shelter-in-Place Plan. Facilities that already have Shelter-in-Place Plans should read through the toolkit and be sure the existing plan meets the same guidelines offered in the toolkit. The Shelter-in-Place Functional Annex is a stand-alone addition to the facility's Basic Plan and provides specific instructions and concepts of operation to shelter staff and residents in the facility during a disaster. The toolkit is designed around a series of checklists to help the facility's collaborative planning team develop the procedures. There are also several online resources available here. The toolkit is designed for completion in entirety. Each section relies on the other sections to be complete. Work the toolkit in order and be sure to complete the entire packet.
