Mass Care/Mass Casualty Functional Annex Development Toolkit

This toolkit is designed to help health care facilities in Colorado develop a Mass Care/Mass Casualty Plan. Facilities that already have these plans in place should read through the toolkit and be sure existing plans meet the same guidelines offered in the toolkit. The Mass Care/Mass Casualty Function Annex is a stand-alone addition to the facility's Basic Plan and provides specific instructions and concepts of operation to shelter staff and residents in the facility during a disaster. The toolkit is designed around a series of checklists to help the facility's collaborative planning team develop the procedures. There are also several online resources available for download here.

The toolkit is designed for completion in entirety. Each section relies on the other sections to be complete. Work the toolkit in order and be sure to complete the entire packet.
