Comprehensive Outpatient Rehabilitation Facilities

Comprehensive outpatient rehabilitation facilities are entities established under the federal Medicare program, and provide the following outpatient services:   diagnostic, therapeutic and restorative services by or under the supervision of a physician. These rehabilitation services are provided to injured, disabled or sick persons.

At minimum, these facilities must provide physician's services, physical therapy, and social or psychological services.  With the exception of  physical therapy, speech pathology services and occupational therapy, services must be provided on the facility's premises.  However, one visit to the patient's home is covered to evaluate the home environment in relation to the patient's treatment plan.

A comprehensive outpatient rehabilitation facility must have only one location.  If other institutions, such as hospitals, establish a comprehensive outpatient rehabilitation facility, it must be functionally and operationally independent.

Comprehensive outpatient rehabilitation facilities are not subject to licensure.  However they may obtain federal Medicare/Medicaid certification if they are in compliance with regulations promulgated by the federal Centers for Medicare and Medicaid Services (CMS). 

The division conducts certification surveys for compliance with federal regulations and investigates any complaints filed against one of these providers.
