Community Clinics and Community Clinics with Emergency Centers

Community clinics and community clinics with emergency centers are comprehensive, community-based medical facilities which provide preventive health services, primary care services, diagnostic and/or therapeutic outpatient services, and inpatient care. Inpatient care may not exceed seventy-two hours. Inpatient accommodations are not required for medically indigent program providers or clinics located within a licensed hospital under specific circumstances. Clinics can perform outpatient surgical procedures such as those commonly performed in a doctor's office.  Laboratory services, radiological services and pharmacy services must also be provided.  In addition, clinics must have emergency medical protocols for the stabilization and transfer of patients to hospitals.

In terms of the level of services provided, the two types may be indistinguishable.   The major distinction between them are the hours of operation.  A community clinic must maintain regular working hours.  Community clinics with emergency centers are to be open twenty-four hours a day, seven days a week. However, if a community clinic with emergency centers is not open for the full 24 hours, it must establish a method of making services available within 30 minutes. Some community clinics with emergency centers, such as those in ski areas, may operate only seasonally. In such cases, the facilities must notify the division when they cease operations and remove signage that indicates they are operating. In order to obtain a state trauma system designation, a clinic must be licensed as a community clinic with emergency center.

The division conducts certification surveys for compliance with federal and state regulations and investigates any complaints filed against one of these providers.
