Assisted Living Residences: 30-Hour Administrator Training

What is required

All assisted living administrators must meet minimum requirements for education, training and experience, as set forth in the state licensing regulations governing Assisted Living Residences  (6CCR,Chapter VII, Sections 1.103 (8) and 1.104 (2) (b) ).

To meet these minimum standards, administrators must: 

(1) Complete a 30-hour training program approved by the Colorado Department of Public Health and Environment.

(2)Provide proof that you have successfully completed workshops, in-services, or seminars equivalent to 30 hours of training. Fifteen (15) hours of this training must include training in residents’ rights, environment and fire safety, emergency procedures and first aid, assessment skills, identifying and dealing with difficult situations and behaviors, and nutrition.  

The other 15 hours of training focuses on meeting the personal, social and emotional needs of the resident population served (for example, the elderly, Alzheimer’s, or the severely and persistently mentally ill) and could include medication management, management of residents finances, oxygen, diabetes, depression, Alzheimer’s, legal and ethical issues, activity planning, care planning, confidentiality, end-of-life care, mental illness, utilizing community resources. 

(3) A combination of 1 and 2.

The law does not allow the education and training requirements to be waived based solely upon years of experience in the assisted living residence business; however, the division may consider reducing the number of training hours required upon review of the record of previous work related experience, professional licenses, degrees, or other credentials.

Please note that completion of a state approved medication administration training course cannot be applied toward the 30-hour training requirements.

The burden of proof is on the administrator to demonstrate compliance with the education and training requirements described above. Administrators must complete an Attestation of Compliance with Training Requirements for Administrators. The Health Facilities and Emergency Medical Services Division keeps this document on file. Additional information such as documentation of educational background, specific work related experience, copies of pertinent licenses or certifications must be submitted with the attestation.

This information will be reviewed by the division, and the administrator will receive a notification in the mail. If, (based on the attestation), the administrator does not meet the requirements, the administrator will be contacted for additional information. The administrator may be required to submit additional evidence or may be required to take additional training.

Vendors are required to check identification. 

Acceptable forms of photo identification are a current Colorado driver's license; a current Colorado non-driver identification card; a current US federal, state or local government-issued identification (including military); a current tribal enrollment card with photo or other form of tribal identification; a current passport; or a current university or school identification.

Changes in Administrator Must be Reported

You are responsible for notifying the Health Facilities and Emergency Medical Services Division of changes in administration of your facility to ensure that our records are current and that there is always an individual employed by the facility who meets these training requirements. (6CCR 1011-1, Chapter II, Section 2.4)
