The regulation that governs asbestos in Colorado is the Colorado Air Quality Control Commission's Regulation No. 8, Part B, "Emission Standards for Asbestos." General Information
Notification and PermittingNotification is required for all demolitions of all facilities (see definition in the regulation) and all asbestos abatement projects that exceed the trigger levels, whatever is the lesser quantity. The notification requirements apply to both friable and non-friable asbestos materials. Permits are required for the abatement of friable asbestos projects where the quantity of asbestos-containing material to be abated exceeds the trigger levels, whatever is the lesser quantity and the work is in an area of public access. The following are downloadable reports for permits and notices issued: Asbestos Abatement Projects by Contractor Asbestos Abatement Projects by Owner: Asbestos Demolition Projects by Contractor: Asbestos Demolition Projects by Owner: Certification and TrainingThe State of Colorado requires that all individuals performing asbestos related activities in single-family residential dwellings, schools, and public and commercial buildings in Colorado be certified by the State in the discipline in which they are working. Individuals wishing to become certified must apply to the Division using the Individual Certification Application , submit the appropriate fee, and pass the appropriate state exam for the discipline in which they wish to be certified. Applicants need to supply the Division with the originals of their training certificates from their EPA approved training courses. The Division cannot accept copies. Upon successful completion of the State exam, individuals seeking Air Monitoring Specialist, Worker or Supervisor certification will be issued a State Asbestos Photo Identification Card. Air Monitoring Specialist, Building Inspectors, Management Planners and Project Designers will receive a Certificate. Companies wishing to conduct abatement of friable asbestos-containing materials in Colorado must become a General Abatement Contractor with the Division prior to starting any work. The Contractor Certification Application is available in downloadable format. The current list of certified General Abatement Contractors is listed below: CoursesAsbestos training courses that are offered in Colorado need to be approved prior to the course being offered. Also instructors wishing to teach any portion of any asbestos course need to be pre- approved to teach the course or portion thereof by the Division. Schools and Asbestos Management PlansThe Colorado Department of Public Health and Environment, Air Pollution Control Division is the Governor's designee for the receipt of asbestos management plans for all public and private, non-profit schools in the State of Colorado. In 1995, the State of Colorado was granted a waiver by the EPA to completely administer and enforce the Asbestos Hazard Emergency Response Act (AHERA) regulations in the State. The Air Pollution Control Division is responsible for maintaining the management plan files and inspecting schools to ensure that they are in compliance with the regulations. 100 QuestionsIn an effort to provide answers to commonly asked questions about “Regulation No. 8, Part B, Asbestos”, the regulated community and the CDPHE Asbestos Program have worked together to compile a list of the most commonly asked questions about Regulation No. 8. The document presently contains far fewer than the 100 questions its title implies. The intent was to draw a comparison to the perhaps better known EPA document “100 Commonly Asked Questions About the New AHERA Asbestos-in-Schools Rule”, published in 1988.
