Hazardous Materials and Waste Management Division
Rocky Flats Site

The Rocky Flats Site formerly manufactured components for nuclear weapons for the nation's defense until 1992.  It was added to the U.S. Environmental Protection Agency's (EPA) National Priorities List in 1989 and cleanup of chemical and radiological contamination was completed near the end of 2005.  Currently, the U.S. Department of Energy (DOE) manages the Central Operable Unit where the former manufacturing buildings were located.  Jurisdiction over nearly 4,000 acres of the former Buffer Zone has been turned over to the U. S. Fish and Wildlife Service to be managed as the Rocky Flats National Wildlife Refuge.

The Colorado Department of Public Health and Environment (the Department) has conducted a variety of activities related to the Rocky Flats Site. Informal oversight started in the 1970’s and was reinforced in 1989 in the Agreement in Principle between DOE and Colorado, in an Interagency Agreement in 1991 among DOE,  EPA and the Department, and again in 1996 in the Rocky Flats Cleanup Agreement among DOE, EPA and the Department.  During the cleanup project, the Department provided technical expertise in a broad range of disciplines including waste management, air quality, water quality, environmental epidemiology, radiation, laboratory services and emergency response.

The Department currently serves as the lead regulatory agency under the Legacy Management Agreement signed in 2007.
